Recent incidents such as the explosives facility explosion in Nagpur, India have highlighted the growing global reliance on NFPA codes, including NFPA 495, as a basis for improving fire and life safety regulations. For fire protection professionals, this trend reinforces the importance of strong engineering practice, proper training, and strict adherence to established standards in high-risk environments.

In each Expert Opinion, Bob Caputo, President of the American Fire Sprinkler Association (AFSA), shares his insights on key topics in fire protection engineering. This edition focuses on the growing global influence of NFPA codes, highlighted by recent incidents such as the Nagpur explosives facility explosion, and what this means for international fire safety regulations, engineering practice, and professional training.

Recent tragedies like the Nagpur explosives blast have pushed governments to adopt international standards such as NFPA 495. What does this say about the growing global role of NFPA codes in shaping fire safety regulations?

I believe NFPA codes and standards are the very best in the world, if not the universe. These standards are developed by committees composed of subject-matter experts from every corner of the spectrum and dozens of countries. The NFPA Ecosystem approach to fire and electrical safety provides the right tools for keeping people and property safe in the built environment and beyond.

When we look at tragic events, we rarely find a single cause

We learn from every tragic event and full-scale fire test. I encourage everyone in our fire and life safety community to become involved in the code-making process and to understand why a worldwide homogenized fire code approach will yield the best results in developed and developing countries.

When incidents like this occur, what are usually the underlying causes? Are they mostly outdated regulations, poor engineering practices, or a lack of proper training and expertise?

When we look at tragic events, we rarely find a single cause. The reason codes and standards are effective in limiting such tragedies is that we involve many roles and responsibilities of interested parties in the process, and in the construction and subsequent operations of facilities. Standard operating procedures create consistent results that can be modified as we learn more.

In practice, how often do sprinkler systems fail because of design mistakes compared to inspection, testing, or maintenance failures?

Fire sprinkler systems have an exemplary record for controlling or suppressing fires. They rarely experience failure, but when they do, the reasons are statistically related to water not reaching the fire (closed water-control valves) or a lack of maintenance. Recently, recalled sprinklers failed to open during a fire in the US state of Massachusetts, resulting in multiple deaths. This event shed new light on the need for closer inspections to identify recalled products.

With fire protection evolving rapidly through new technologies and increasingly complex buildings, what skills and knowledge will the next generation of fire protection professionals need to master?

“I have been in this industry for 48 years, and I am still learning new things every day. The only thing fire and life safety professionals need to master is that we can never stop learning or keep an open mind when it comes to life safety and fire protection. New and emerging technologies and new construction materials are all great, but one thing has not changed since the first cavepeople discovered fire: uncontrolled fire can devastate everything around us.

Please note that I am not an employee of NFPA and I do not speak on behalf of NFPA, the NFPA Standards Development Process, or the NFPA Technical Committees. Any opinions shared are my opinion as a member of the association.
